The 13th International Winter Road Congress, attended by delegates from over 50 countries, was an opportunity for Québec to highlight its expertise in sustainable winter road service. Held in Québec City, the congress wrapped up on February 11.
In a context of increasing globalization, many students want to do some or all of their studies abroad. Two Québec institutions, the Université de Montréal (U of M) and the Institut de tourisme et d’hôtellerie du Québec (ITHQ), participated in Studyrama, a show in Brussels devoted to international educational institutions. To better promote their institutions abroad and to forge ties, representatives of the U of M and the ITHQ met with their counterparts from universities and competitive-entry schools. We know that cooperation between institutions is increasingly common, in particular to enable students to study for one or two sessions in a partner university or to pursue graduate studies or research activities there.
Antiviral drugs represent the first line of defense in the fight against new viral diseases, providing crucial protection until a vaccine becomes available. However, this sector of medical research, although very large, is of little commercial interest - and thus largely unattractive - to pharmaceutical
companies. With the notable exceptions of HIV and Hepatitis ‘C’, antiviral research continues to be one of the most neglected areas of medical research.
Web surfers have been able to access a new site for the past few days. Called “TOU.TV,” it houses an impressive archive of previously broadcast French-language TV programs. A number of public television networks (Radio-Canada,Télé-Québec, ARTV, TV5 Québec-Canada, TV5 Monde, TFO, RDI, RTS, RTBF) have banded together to make close to 2,000 hours of French-language series and shows available online, free-of-charge.
On January 27 and 28, the economic division of the Délégation générale du Québec in Brussels hosted four Québec creators: Ça va de soi, Lucky Seven, Furi and Sensation Mode, an organization dedicated to the promotion of Montréal fashion. Accompanying the group was Isabelle Théroux, an economic advisor specialized in fashion, who is with the ministère du Développement économique, de l’Innovation et de l’Exportation. On their way back from the Who’s Next trade show in Paris, they stopped briefly in Brussels and Antwerp to learn more about the local fashion industry, meet with distributors and visit showrooms.
Hosted by André Papillon and Mario Paquet, the 13th Opus Awards Gala was held today at the Salle Claude-Champagne, in Montréal. Twenty-seven awards were bestowed for the season from September 1, 2008 to August 31, 2009 to highlight the talent of artists and craftspeople gathered for this key event. The awards ceremony, punctuated by musical performances, generated much enthusiasm. Music of different colours and styles was consummately performed by celebrated artists: the Ensemble Caprice, Louis Dufort, Mathieu Gaudet and Karina Gauvin, Christine Tassan and Les Imposteures, Normand Forget and the Jazz Trio, all under the artistic direction of Mathieu Lussier.
On January 29, Premier Jean Charest, accompanied by Minister of Economic Development, Innovation and Export Trade Clément Gignac, concluded a three-day mission to Davos, Switzerland, during which they participated in the World Economic Forum (WEF).

Some communities, regions and federated states, including Québec, Flanders, Wallonia, Catalonia and Scotland, are engaged in international endeavours in parallel to the diplomacy carried out by their national states. This topic was the focal point of an international colloquium entitled “Towards a ‘third wave’ in sub-state diplomacy?” held on January 19 in Brussels at the initiative of the Flemish Centre for International Policy, the European Union Committee of the Regions and the Netherlands Institute of International Relations Clingendael.

A Belgian mission will take part in the XIIIth International Winter Road Congress, to be held in Québec City from February 8 to 11, 2010. It will be composed of Claude Van Rooten, member of the Executive Committee of the World Road Association (PIARC) and Director General of the Road Research Centre (RRC); Jean-Claude Moureau, President of the RRC and Director General of Bruxelles-Mobilité; and Etienne Scherpereel, Vice-President of the RRC and President of the Fédération belge des entrepreneurs de voirie.
