Quebecer Clément Duhaime reappointed OIF Administrator

Abdou Diouf, Secretary General of the International Organization of La Francophonie (OIF), has reappointed Clément Duhaime to a second four-year term as OIF Administrator. Mr. Duhaime’s original appointment began on January 1, 2006 and will expire on December 31, 2009. “Ever since taking up his duties in January 2006, Mr. Duhaime has demonstrated a courageous, energetic, innovative and whole-hearted approach to the initiatives we have set out to achieve, not only in terms of cooperation but also in the areas of administration and finance. I am particularly pleased with the valued relationship and with the close, dynamic and effective cooperation we have established in a spirit of transparency. I have therefore decided to renew my confidence in him,” said Mr. Diouf.

Before being nominated OIF Administrator Clément Duhaime was General Delegate in Paris

Mr. Diouf’s decision was made in accordance with the powers granted to the Secretary General under Article 8 of the 2005 Antananarivo Charter, which provides the authorization to appoint the Administrator to a renewable four-year term after consultation with the OIF’s Permanent Council (CPF). The CPF is made up of the personal representatives of the OIF heads of state and government.

Prior to his appointment to the OIF, Mr. Duhaime served as Québec’s Delegate General in Paris from October 2000 to December 2005. From 1984 to 1987, he was Assistant to the Delegate for Francophone and Multilateral Affairs at Québec Government Office in Paris. From 1988 to 1997, he was Special Advisor to the Secretary General of the Agency for Cultural and Technical Cooperation (ACCT) in charge of follow-up to summits of heads of state and government. In 1997, he was appointed Permanent Representative and Head of the OIF’s diplomatic mission at EU headquarters in Brussels. From 1999 to 2000, he was Cooperation Policy and Budget Advisor to the first OIF Secretary General, Boutros Boutros-Ghali.
