A group of over 300 participants composed of some one hundred local elected officials from France and Québec and their socio-economic and associative partners met in Lévis from May 26 to 28 for the 5th Assises franco-québécoises de la coopération décentralisée (France-Québec decentralized cooperation proceedings).
The Proceedings, a true highlight on the agenda of local communities, bring together local and regional elected officials from Québec and France to better coordinate their cooperation initiatives. The Proceedings are held in Québec and France on an alternating basis. The 5th Proceedings made it possible to agree on initiatives in the social and solidarity economy sector, an important sector of the local and regional economy.
Minister of International Relations, La Francophonie and External Trade Jean-François Lisée took the opportunity provided by the visit to Québec of such a large group of France’s elected officials to speak with Alain Rousset, President of the Association of Regions of France, President of the Aquitaine Region and Co-Chair of the 5th Proceedings, as well as with representatives of the Association of Mayors of France and from the regions of Alsace, Île-de-France and Poitou-Charentes.
The discussions helped strengthen political relations with local elected officials who, in France, are among the most active in terms of cooperation with Québec.
In France, Québec stands out for its broad range of decentralized cooperation ties resulting from action plans with six French regions; the France-Québec Fund for Decentralized Cooperation (FFQCD); and the France-Québec decentralized cooperation proceedings.
Government departments and agencies have long been overseeing France-Québec cooperation and it is now flourishing at the local and regional levels.
These sub-state relations stem from initiatives that foster the development of local communities in Québec (Regional Conferences of Elected Officers, municipalities) and France (Regions, Departments, municipalities).
The 5th Proceedings were co-chaired by Maurice Sénécal, President of the Regional Conference of Elected Officers of Chaudière-Appalaches (CRECA) and Prefect of the RCM of Lotbinière, and Alain Rousset.
