The Québec Government Office in New York is looking to fill the following position:
Position title: Attaché, Government Relations

The Organisation
The Government of Quebec operates more than twenty-five representations worldwide with six offices in the United States in the following cities: New York, Boston, Chicago, Atlanta, Los Angeles, and Washington.
Inaugurated in 1940, the New York office is Quebec’s primary representation in the United States. Serving the Mid-Atlantic states (New York, New Jersey, Pennsylvania, Delaware, Virginia, West Virginia, Maryland, and Kentucky), it promotes the interests of Quebec in areas such as business, investment, science and technology, education and culture.
Summary of Duties
Under the authority of the Director of Communications, Government Relations and Academic Affairs, the Government Relations Attaché contributes to the promotion of Québec’s interests in the Mid-Atlantic states. The attaché:
Advises the Director on how to advance, protect and promote Quebec’s core interests to targeted audiences in a variety of sectors (energy, environment, transportation, security, etc.)
Monitors and analyzes legislative and/or regulatory developments pertaining to Québec’s interests
Monitors and analyzes political and economic developments in the Mid-Atlantic states
Develops key contacts in State legislatures and Administrations, think tanks, interests groups, and associations
Organizes public diplomacy events
Writes reports, briefing notes, and speeches
Essential requirements
Education: University degree (minimum B.A.)
Language: Fluency in English and French
Experience: Three years minimum of relevant experience
Other requirements
Excellent oral and written communication skills
Extended network of contacts at New York State’s legislature and Administration (political staffers and/or elected and government officials)
Some contacts in legislatures and administrations of other Mid-Atlantic states, ideally in New Jersey and Pennsylvania
Solid understanding of the State’s legislative process and how the legislatures interact with key departments and agencies of the executive branch
Good understanding of Quebec’s relations with the US in general, and with the Mid-Atlantic states more specifically (political, historical and economic underpinnings of the relationship)
Knowledge of Quebec society, the Quebec Government and its policies
Ability to condense complicated regulatory or legislative language into concise form for written or oral presentation to Quebec officials
