Position Title

Research and Innovation Attaché


The Government of Québec has 32 offices abroad, 7 of which are located in the following European cities: Paris, Brussels, London, Munich, Berlin, Barcelona and Rome.

The Québec Government Office in London (QGOL) opened in 1962. It represents the Québec government in the United Kingdom, the Republic of Ireland and in the Nordic Countries (Sweden, Denmark, Norway, Finland and Iceland). Its mandate is to develop and support economic, political, institutional and cultural exchanges with the territory.

Description of the Role

Under the hierarchical authority of the Director of Economic Affairs, the attaché will participate in the development of strategic research and innovation initiatives in collaboration with stakeholders from QGOL territories. The attaché’s work will help position Québec both as a premium partner for research and innovation and for foreign investment in cutting-edge sectors.

The attaché will work closely with his or her colleagues as well as with key research and innovation representatives from his or her assigned area. He or she must also work with the team in charge of international partnerships at the Ministère de l’Économie et de l’Innovation (science and innovation sector), based in Montréal. The attaché must develop a network of representatives from the institutional, academic and business communities and promote the interests of Québec by keeping track of new developments and opportunities and by organizing networking and strategic activities with relevant institutions and partners.

Among other things, the attaché will be required to:

  • Devise and implement intervention strategies aimed at developing research and innovation partnerships between Québec and local authorities;
  • Ensure the development and promotion of Québec's image within his or her sector  and develop relationships with R&D-oriented companies that are located on his or her assigned territory. This will allow the attaché to keep abreast of potential research partnerships  for Québec research centers and companies;
  • Assist research and innovation stakeholders from Québec by providing them with information, advice and support in their efforts to develop partnerships;
  • Monitor political orientations put forward by governments as well as research and innovation developments within QGOL territories. Identify partnership and promotion opportunities for the Québec government, its partners and its clients;
  • Contribute to the preparation and implementation of R&D missions taking place on QGOL territories.

Required Qualifications

  • Hold a graduate degree in a relevant discipline;
  • Experience in coaching and strategic consulting;
  • Experience in project management;
  • Excellent knowledge of Québec research and innovation institutions and bodies,  of the territories covered by the Delegation, including academic and industrial partners;
  • High-level mastery of analysis, summarization, and draft reports processes;
  • Computer skills (Windows XP, Office Suite, Outlook);

Desirable Skills

  • A minimum of 2 years’ professional experience in the field of research and innovation (in recent years);
  • Experience in using social media to promote and/or to generate new business and partnership opportunities.

Language Skills

Excellent knowledge of French and English, both spoken and written.

Working Conditions

Grade: Attaché(e), grade 08.
Annual salary: £ 52, 166 (level 1)
Working week: 35 hours (Monday to Friday)
