Director of Cultural Affairs

An overview of the organisation

The Government of Québec operates 33 offices around the world, 7 of which are in the following European cities: Paris, Brussels, London, Munich, Berlin, Barcelona and Rome.

The Délégation générale du Québec à Londres (Québec Government Office in London) was opened in 1962. It represents the Québec government in the United Kingdom, Republic of Ireland and the Nordic Countries (Sweden, Denmark, Norway, Finland and Iceland). Its mandate is to develop and support economic, political, institutional and cultural exchanges with the territory.

Description of the role

Under the hierarchical authority of the Agent General and the functional authority of the ministère de la Culture et des Communications (Ministry of Culture and Communications) (MCC), the Director of Cultural Affairs will have to assist artists and organizations from the Quebecois Cultural sector to develop their works and visibility in the territories under the responsibility of the Québec Government office and to contribute to the reputation of excellence of Quebecois Culture.

To accomplish this, this person will oversee action plans concerning cultural objectives from conception through to their realisation. They will manage a team, composed of locally recruited employees, collaborating with the MCC and Quebecois Cultural Institutions on strategic interventions and programming in the territory.

This person will be responsible for contributing to the success of missions and visits from buyers and promoters from the territory and cultural products being viewed or bought.

Amongst their main responsibilities the director will be required to:

  • Plan, manage and coordinate the services activities with the Human Resources and Finance departments;
  • Represent the Government of Québec and the Québec Government office in London during cultural activities on the territory.
  • Establish and maintain relationships with partners, organizations and cultural institutions from Québec and The United Kingdom as well as the Nordic Countries in order to promote, diffuse and export the gamut of Quebecois Culture on the territory.
  • Identify, analyze, and interpret the cultural realities of the territory in order to advise the Government of Québec and those from the cultural landscape to give access to the countries’ markets.

Required qualifications

  • Have a graduate degree in an appropriate discipline.
  • Have at least 5 years of experience in the field of Arts and Culture.
  • Experience in project management.
  • Be able to integrate into a team already established; demonstrating leadership, and drive whilst keeping in mind the local landscape.
  • Show an excellent knowledge of the Economic, Political and Cultural sectors of Québec and the territory covered.
  • Possess an excellent understanding of Finance and experience managing a team.

Linguistic capacities

An excellent knowledge of French and English, both spoken and written.

Working conditions

Grade: Director, grade 09.

Annual salary: £ 59, 199 (level 1) to which there is a bonus of 10%

Working week: 35 hours (Monday to Friday)

The successful applicant may be required to work evenings, weekends and travel on the territory of The United Kingdom, The Republic of Ireland and the Nordic Countries as well as occasionally to Québec.

Eligibility

  • The candidate selected will have to undergo a DBS check.
  • Proof of the right to work in the UK. The Québec Government office will not support any visa application.
