The Government of Canada, the Province of Québec and the City of Montréal expressed their pleasure at the signing, on May 27, 2013, of a supplementary agreement between the Secretary General of the International Civil Aviation Organization (ICAO) and Canada to keep ICAO headquarters in Montréal for another 20 years after 2016.

The three levels of government listened attentively to ICAO members who communicated their needs and the best way, as the host country, to improve the effectiveness of the organization.
To this end, Canada will contribute $1.4 million to the modernization of ICAO’s conference centre and the purchase of additional security equipment in anticipation of the assembly this Fall. A number of services provided to ICAO will also be improved, including the accreditation service, the issuance of visas and the addition of more facilities at Trudeau Airport.
Québec, a partner to the agreement
The Government of Québec, in addition to its 1994 agreement, which will remain in effect so long as ICAO remains in Montréal, agreed to assume the operating expenses of the premises for ICAO’s Technical Co-operation Bureau until 2026.
Montréal is proud to have been home to the headquarters of ICAO since its establishment in 1947. As a major international aviation centre of excellence and a world-renowned cosmopolitan metropolis, it goes without saying that Montréal is the obvious choice for ICAO.
An aviation and aerospace hub
Montréal and the surrounding region is home to aviation research centres, airline companies, and world-class aircraft manufacturers in addition to being ranked second in the world for the number of jobs in the aerospace sector.
Québec has over 13,000 engineers and scientists in this sector. As such, ICAO can collaborate directly with the principal international aerospace experts in Montréal and elsewhere in Québec.
Now that the supplemental agreement has been signed and the issue has been settled, ICAO can resume its activities: have a concrete impact on the lives of billions of people by improving the safety of air travel and by helping international airline companies establish links between communities, open new markets and stimulate economic growth.
