Pierre Arcand, Minister of International Relations and Minister responsible for La Francophonie, is pleased by the appointment of Jean Fortin as francophone and multilateral affairs delegate at the Québec government office in Paris (DGQP), effective May 3. In his new capacity, Jean Fortin will be responsible for relations with the Organisation internationale de la Francophonie (OIF).
Jean Fortin is currently senior adviser, cooperation, at the DGQP. He holds a bachelor’s degree in political science from Université Laval, an international degree from the École nationale d’administration in Paris and a degree in political science from the Centre des Hautes Études sur l’Afrique et l’Asie modernes, also located in Paris. He began his career with the Ministère des Affaires intergouvernementales. Since 1984 he has held a number of positions with the Ministère des Relations internationales, at the departmental headquarters in Québec City and the DGQP.
According to Minister Arcand, “I am convinced that the appointment of Mr. Fortin, who is a man of great experience, will contribute to Québec’s influence within La Francophonie and to making Québec’s voice heard within multilateral organizations. I also wish to thank Paul-André Boisclair, who is leaving this position for a well-deserved retirement, for all of the work that he has accomplished for the Government of Québec during his career.”
