The Québec Government Office in Atlanta opened its doors in 1978 to take advantage of the strong growth of the southern United States. In addition to defending and advancing Québec’s interests, the mandate of the Québec Government Office in Atlanta is to develop and promote economic, political and institutional ties with the seven states in the region, that is, Georgia, Florida, North Carolina, South Carolina, Tennessee, Mississippi and Alabama as well as the U.S. Virgin Islands and Puerto Rico. It also contributes to the activities of the Southeastern United States – Canadian Provinces Alliance (SEUS-CP), of which Québec is a founding member.

Donald Leblanc assumed the duties of Québec Government Representative in Atlanta on November 27, 2017. He had previously headed the United States Division at the Ministère des Relations internationales et de la Francophonie (MRIF) since 2015.
He embarked on his career at the MRIF in 1990 as a trade policy advisor during the North American Free Trade Agreement (NAFTA) negotiations. He subsequently held a number of positions linked to bilateral relations, including in the France, United States and Asia-Pacific Divisions.
During that period, he took time away from his work in bilateral relations to participate in the international program at the École nationale d’administration (ENA – national school of administration) in France, in addition to holding the position of general advisor at the Québec Government Office in Boston (United States) a few years later.
In 2011, Mr. Leblanc was appointed Director of International Solidarity – Haiti and Sub-Saharan Africa. In 2013, he became director of the Asia-Pacific, Latin America and the Caribbean Division prior to heading the United States Division in 2015.
Mr. Leblanc holds a B.A. in international relations and economics from the Université de Montréal and two undergraduate certificates: one in administration from the Université du Québec à Montréal and the other in public relations from the Université de Montréal. He also holds a graduate diploma in public administration (ENA).
